Executive Manager (AO8) Tactical Procurement and Governance
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the role
Procurement Services leads the QFES procurement and travel functions, and is responsible for the procurement governance, sourcing, support services, and management of specialised equipment, General Goods and Services (GGS), fleet and Information and Communication Technologies (ICT) procurement contacts, standing officer arrangements and panel arrangements in compliance with Queensland procurement policy and Queensland Government Contract Management Framework.
Reporting to the Director, Procurement Services, you will be responsible for managing the tactical procurement and governance teams in relation to contract administration, as well as establishing standing offer arrangements and panel arrangements within the specialised equipment, GGS, fleet and ICT categories. You will work collaboratively with staff, volunteers and stakeholders to achieve fit-for-purpose outcomes through best practice procurement activities to meet operational and organisational objectives.
Highly desirable requirements * Queensland Government Level 4 Purchasing Certification or equivalent. * Knowledge and understanding of category management and benefits realisation concepts. * Knowledge and understanding of supply chain management, contract law and contract management frameworks. * Knowledge and/or experience or qualification in project management and enterprise resource planning systems.
Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: * Lead and manage a team of specialist practitioners to provide sourcing and contract administration services in relation to specialised equipment, GGS, fleet and ICT procurement and contracts. * Provide strategic advice to internal and external stakeholders on procurement, operations and contracting issues, including policy to ensure governance and improve departmental procurement and contract management capability. * Lead and manage the implementation of long-term strategies that balance risk, with a continual focus on identification and realisation of savings and operational benefits to achieve positive outcomes. * Develop category management strategies and plans, and ensure appropriate governance frameworks and controls are managed for effective procurement and administration activities. * Plan and manage complex procurement projects and initiatives in accordance with best practice methodologies and ensure they are delivered on time, on budget as meet organisational requirements. * Manage, prepare and review high level policy papers, submissions, briefs, and reports on complex procurement and contracts related issues and initiatives, in accordance with departmental requirements. * Represent QFES and negotiate at committe meetings and forums, and manage liaison with key stakeholders to strategically influence and promote best practice' procurement behaviour and services. * Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
